Maybe, but it seems somewhat pointless when their carriers are only ever going to do shorter range stuff. Naval Flankers just are not ideal, taking up a lot of deckspace for an aircraft that overall is not very remarkable. J-35 could actually be one of the better Chinese design decisions.
