Well, he's in uniform, he has a kevlar vest worn externally which is more comfortable and it looks like he's doing traffic control outside of some event or major incident.
The high visibility vest makes sense because the most immediate danger is getting hit by some impatient distracted driver.
The SMG is a good upgrade over just his basic sidearm if a bit more firepower is needed, although inferior to an intermediate caliber carbine. It is probably open bolt so it would be difficult to fire single controlled accurate shots. Not ideal.
The helmet is definitely outdated, but sloped steel helmets like that can at least deflect bullets or offer some protection from blunt impact. If there is no major incident going on that old thing is probably uncomfortable and more trouble than it's worth.

I'm surprised those things are still issued. The Wz.67 was last made in 1989 so it would be like if some National Guard units or law enforcement agencies in the US still used M1s regularly.

I might just have poor eyesight but I think that's a PM-98 or PM-06, in which case it's a closed bolt gun capable of semi-auto. At the very least it's an upgrade over the PM-63, and he's certainly better off than Chinese cops with the Type 79.

Maybe it's for visibility? From my understanding, helmets were/are pretty commonplace for police in ex-combloc countries. Like you said, these things aren't the most comfortable even among steel helmets, and his is clearly undersized.

High vis, grants you immunity to almost all questioning and access to almost any location, and no one will ask you why you wear it.
