From what we've seen in the movies, comics, and TV series (both) the GAR has a lack of what would otherwise be considered basic military capabilities (IIRC they only have one type of mortar, thermals are usually not universally issued, electronic equipment is not resistant to jamming and EMP, etc.) and apart from special forces, their infantry tactics and training are pretty poor and pre-WWI-tier. Marines or really any well-trained modern infantry force would mop the floor with anyone but ARC Troopers or clones with above average combat experience.
Blasters (aside from sniper rifles) also seemingly have poor effective range in media due to low accuracy and projectile velocity, you even see non-force sensitive people like Rex dodge blaster bolts at close range.
I will say that Phase II clone armor is better against bullets (though not immune) than plates and UHMWPE/Aramid are against blaster bolts though.
