While I do personally suspect that Russian-sponsored terrorism is being committed in this country, I believe that it's more the plausibly deniable kind of terrorism, such as going into online communities and riling up mentally ill retards into committing mass shootings (ex. the Buffalo, NY supermarket shooting in 2022). Such operations are relatively cheap, have a low probability even if discovered that they will trigger an all-out war, and take the American public's notice off Ukraine.

Yeah, there's also the concept of stochastic terrorism which Mentiswave did a video on a few months ago.
