Because there are lots of aircraft and lots of people on the deck of a carrier each, doing their own job, which is a necessary part of the machinery of a carrier. They can't be anywhere else as they are required for the efficient operation of a carrier deck.

Cause they're new at this shit. While they're catching up rapidly, they have little experience in carrier ops and they know.
So they figure out the optimal way of doing things in calm seas, and then they do the next step.
