Why do they have high value targets close to the frontlines?

Don't they have so many useless senior officers that the ranks are more of a suggestion?
They don't really have NCOs, and their junior officers are basically just there to beat the men into carrying out the orders from brigade HQ. It's not unheard of to see a general yelling at the illiterate tards at the front line to make sure things get done. Some have been killed doing that.
