People take what they can in order to survive, and everyone does it. That was the case in Stalin's Soviet union, Maoist China, and current day north Korea.
Historically, even people with good government jobs, working in offices, would steal various supplies, furniture, slight bulbs, etc, to sell on the black market.
Everyone did it. If someone refrained from doing so they were treated with suspicion and ostracized as suspected feds and snitches.
