Collaboration with authorities, even just cleaning and maintaining the prison, is generally associated with being a bitch. The real tough guys definitely don't do that. If someone of high rank is found collaborating and he's not killed immediately, he might find himself "lowered" to a lesser caste (the process may involve all sorts of degradation, forced tattoos, etc.)
Well, it also sounds a bit like "pidor" and some old slang terms for rape.

AFAIK it just morphed into this. For example there is the term "petoosheet" (пeтyшить), which means basically "(to) petookh (someone)". I'm pretty sure that sometime back in the day (like 150+ years ago if not more) the term actually meant "topping" someone, since that's actually what a rooster does in a hen house, both literally and figuratively. But at some point it did a switcheroo and things got flipped. In later and modern days there's a ton of reasons why "rooster" is used to mean a faggot:
- rooster is a symbol of being "other", i.e. a rooster is always a bright, noisy, noticeable character. In prison, this is transferred to a negative meaning: a person who was "singled out" from the group, marked as special (but in a bad sense);
- emphasis on loudness and "singing" qualities, i.e. rooster is associated with someone who "screams" (sings). In the criminal language "to sing" means to inform on, to hand over someone, and although this is not a direct reason why someone is lowered, the background of the association is present;

These were called "stool pigeons" by Solzhenitsyn in his 1973 book. They were different from petuhs. They were hated by everyone in prison but enjoyed the protection of guards since they were useful.

Why bother with expensive surveillance systems if you can bribe a bunch of snitches with small prison priveledges that don't cost you anything?

Then Stalin finally defeated the Ukrainian partizan (actual Banderites), sent a bunch of them to all the gulags, and the kulaks shanked all the stool pigeons.

Another I've seen was "goat" (кoзёл / kozyol), which I think was used for homo subs and collaborators, though I think "rooster" is more common for the former case these days.

It is: even if we disregard the colonial "prison of nations" stuff about czarist russia, the soviet system ostensibly made any societal institution a micro-gulag. School? A gulag. Army? Yep, a gulag. Even your local regional administration with low-level beraucrats is in fact a gulag. You going to a store is also in fact a gulag.
Another fun part of the soviet mentality/system is that things are not in fact that they are presented at. I.e. something will have a label of something, but it won't be that IRL. You'll have a "lawyer" in court, which will specifically try to get you fucked by the court. You'll have a "mental asylum", but in fact normal people will be placed there and fucked up with drugs year after year until they go crazy. Literally everything's fake and fucked up as if it's a from a country of crooked mirrors. And people are brought up in this and can't even see the issue, since they never knew better.
