Does Syria count?

Assad and Russia pretty much had control of the skies throughout the entire war but they let their conventional ground forces rot so it wasn't enough.

By the time South Vietnam lost, US air power had been withdrawn for some time and their own air force no longer had uncontested control of the skies over the country. By 1975, the VNAF had suffered a lot of losses or otherwise had planes grounded due to enemy, and North Vietnam was able to contest their control with SAMs and their own aircraft (on top an advantage in tech, materiel, and manpower for their ground forces).
Not to say that they didn't win, but they won in large part through the nullification of air power as an advantage and only after that.

The Chaco War in the 30s. Bolivia had a stronger, German trained air force but Bolivian high command didn't know how to utilize it properly and allowed the Paraguayans to outmanouver them.
