What they mean is a missile that travels at that speed throughout its entire flight path from launch to impact, and can manouvre at the same time which has yet to be done by anyone unlike what the vatniks and chinks like to say.
It's really just the military being shit at naming their stuff as to filter these things. Essentially they started claiming that hypersonics is the next frontier without properly explaining and differentiating for the populace to understand what they meant. which the vatniks and chinks are using to claim they have achieved hypersonics whilst using "it reaches mach 5 sometimes" as a definition and are trying to chest thump with it. They are feeding on that misconception that every single retard in this thread has fallen for, or at least are pretending to have fallen for.
The Khinzal as an example is exactly like the V2, it reaches mach 5 at some parts of its flight path, but it's not what any western military would call a hypersonic weapon. Reaching mach 5 isn't impressive at all, being able to hold it for hundreds of kilometers AND being able to do sharp turns to avoid AA is the hard part and is why they are seen as the next step as no nation on earth would be able to shoot down one of those.
