The US was complacent and the Serbs got lucky. The pilots had been infiltrating via the same path multiple days in a row, only slightly changing the times. The local Serbian AA commander correctly assumed that they would pass through again so took the calculated risk leaving his other sectors undefended in order to focus all his sensors on the lazy path. Would not have happened if the operations planners had more respect for enemy AA.
