Why does the supposed elite of the elite, (passed through death trials, geneseed implantation, all the bullshit) knowing his enemy is capable of teleporting instantaneously, who has already been shown to have good tactical reactions, just stand around at the end like a retard? It's not even the excuse of his chainsword getting caught on something.

If one of the combatants has to be hit with an idiot ball that contradicts what the audience has been shown about him for the encounter to come to a conclusion, then it automatically fails as an action scene.

And the warrior are decribed in lore as being damaged after countless battles showing the signs of millions of years.
So they would have been even stronger durying the war in heaven without accounting for the super weapons

Because everything you see in 40k is canonically Imperial propaganda filtered through 3 or 4 layers of unreliable narration. Some is simplistic cartoon Munitorum "haha orks suck stab them with ur bayonet" propaganda, some is faux-realistic Guard propaganda "fuck this everyman life sucks, gonna live fifteen hours fighting these orks with the lads" and others are Inquisitorial reverse-psych propaganda "oh fuck bros, humanity is doomed, at least we can go out fighting! a tribvte to the eternal huyman spirit!"

You're getting lots of canon answers but fundamentally remember that like capeshit Games Workshop wants to ride its IPs forever, selling more new toys and licensed content etc. And in the exact same basic setting its fanbase already likes. Which means that nobody is ever allowed to actually win, or even have any serious disruptions where the IP shifts into 4X empire builder or whatever vs new spins on and campaigns about the same basic thing.

Everything in-universe ultimately comes from that. Progress has to be met setbacks. Improvements by one faction must be countered. This can be done more or less realistically of course, and the universe they've setup is fucked up enough that yeah they probably can figure out back and forth war as long as they want, but still nobody can actually just win unless they were fucking done as a company and felt like going out with a bang.

No, it wasn't. There has been ex-GW employees explaining exactly why they did it. The copyright stuff is nonsense because none of that has changed in TOW. I'll list off the reasons;

1. Writers were sick of writing in the same setting because GW had focused mostly on not!Germany
2. Writers were sick of limitations in the fluff. They had no reason why, say, Karl Franz would sail across the ocean and fight in Lustria. Or why Kroak would go and fight in not!Germany.
3. The modellers (and artists, designers etc) were sick of being stuck to 'cultural' designs. I.e, having to do not!Egyptians for Tomb Kings, not!French for Bretonnia, not!HRE for Empire etc.
4. Designers were also sick of the limitation of square base rank and file and them trying to break of that mould lead to the Witch Elves situation
5. They were tired of having to use the previous fluff and having to adhere to it

The fact it didn't sell very well was just the ultimate reason they ended it. In fact, they didn't even plan to end it. They planned to redo it, but then Kirby (CEO at the time) ordered them to do an entire new setting in six weeks. Including rules and such. Which they did, which is why AoS had such a bad start (but it sells better than WHFB ever did).

This. There's only going to be so many good sniping positions in a given area, with a little creative thinking you can guess where he'd go next. If you have multiple guys you can watch multiple angles at the same time. If you have the luxury you can start hosing down the spots with explosives until he's out of cover and has to pull back. If you can't do that you can try hiding until he has to start getting more aggressive where he might slip up, he'll be at massive disadvantage if he just teleports directly into your sights.
