He comes from a low trust environment, simply having the credentials (e.g. putting "was doing stealth bomber stuff at Northrop" on your CV and corroborating that in a way that a potential customer can verify with some effort) is not enough for those mid- and nowits. So he tried to "prove" that he was capable without taking into consideration what the potential ramifications were - like the potential buyer just telling the US that one of their esteemed engineers is more of a liability than an asset simply didn't cross his mind.
