You've misunderstood. In the 1970s we developed the ability to rapidly, cheaply and covertly enrich uranium via a technique using lasers. No one needed to seek the permission of voters to build any reactors or centrifuges or to crash build any bombs, because we had already built and stockpiled them using uranium we enriched in this fashion and design expertise we gained from participating in the British test program. When we retired the delivery platform in 2010, we even commercially sold the enrichment technology to several allied states whose ability is desirable to us (Canada, Japan, and also America, but probably not for proliferation reasons to the last one).

Nukes are neat and all but without US or Soviet-tier investment in getting enough of them to where you want them and investment in defense against them they're just a promise that anyone who poses an existential threat to you will pay a non-negligible price for their aggression. France is above UK. UK has stronger elements than France, like the Royal Marines, or a better logistical fleet (navy) than France, and F35s, but France has a much stronger "whole package". The Scorpion Porgram is well and truly being implemented, which by itself, makes France more capable on the field. But its close.

Ukraine being behind Switzerland is beyond stupid, and I say that having done my service in the infantry in Switzerland. Ukraine should be in A tier frankly. No other EU country has their experience, and today, in a hypothetical conflict between Ukraine and Germany, Ukraine would just drown Germany in bodies, 150mm shells, and drones.

Spain is probably inferior to the Netherlands, and easily behind Poland.

Furthermore, while the list is relatively sound other than that, it's still very European focused. The Asians have some serious militaries, like Indonesia: Indonesia is easily above Brazil, so is Vietnam.

i never know if industrial base and mil tech capabilities are part of these list

biggest difference is probably for Germany
one of the only 4 countries (USA, China, France, Germany) who, theoretically, have every part of the supply chain domestically
but for actual, exiting military it's mediocre for it's size
then you look again at mil (high) tech output or how quick they can scale up production and it's a completely different picture

supply chain robustness is also typical underrated
if you depend on complex and easily blockable imports for you MIC
you whole industry is basically worthless
(e.g. USA, China or Germany who produce some critical microcontrollers and other chips domestically)

South Africa is now Z tier. Just recently they lost to Congolese rebels due to having no working aircraft to support them. We have large numbers of vehicles buy none of them are operational. An example would be the Airforce that has 20 odd Gripens but only 6 are flyable. A similar amount of hawk trainers but only 5 are flyable. Only 1 transport helicopter is operational and zero attack helicopters are operational. The army is in the same situation.

Our blue water navy is basically the same size as a squadron, our armoured core is basically just a hundred tanks (10 extra M1's doesn't mean shit overall) and a couple hundred IFV's and APC's and our combat air wings don't even number a hundred. The issue never was and never will be that the shit isn't good enough, we just can't defend enough of Australia with the amount we have, we're just too big. It also doesn't help that EASILY 99% of our industry is located in 3-4 easy to find on a map cities with little to no real way of stopping any sort of naval bombardment, let alone conventional or god forbid, nuclear strikes. I know the big scary boogyman is china but as an example, even IF china's military capability was mostly paper dragon shit they would still have all free reign in the world to shore strike everywhere that matters in terms of keeping Australia afloat alongside insane amounts of shorelines where they could land troops with no real threat to counter them, at least not all at once. The issue australia faces need to be met with more weapons, not just better ones, that and, like you said, recruitment.

Money grubbers, penny savers and a general growing disdain in the public eye for current military matters tends to cause issues with actual procurement and recruitment in the forces. Too many people trying to make magic happen with too little or nothing at all causes these programs to go under all the time. The other issue is Australia in general has a weird view on the military being the old ones, as in the ANZAC's are cool as hell but next to no one gives a flying fuck about the modern forces, alongside DFR's honest to god brain dead quotas, mandates and other bullshit tends to drive many prospective recruits off on deferment until they suddenly get too old or lose all interest.

Indoensia has never been a threat. There may be a handful of tension areas such as offshore gas field claims, East Timor, illegal fishing, animal slaughter, and migrant boats, but both Australia and Indonesia have never considered each other as a military threat in any way.
It's funny considering how vastly different the populations, religion, geography and culture is between the two. It is a bit surprising that there isn't much military cooperation or joint exercises between the two, though.

while not in the best shape and underfunded for years
it's not like the German military has no capabilities and runs on old stuff

also you completely ignore the industrial base / MIC
top tier for everything land based, armored and driving, for air defense, for submarines, for small arms, for drones and a whole lot of other stuff
usually even with most of the supply chain EU domestically (aka no ITAR)

and how quick companies can scale up (e.g. Rheinmetall 50k shells per year in 2022 to 1,5million in 2027)
means it's just a question of bigger orders - everything else is already there

they're still surprisingly far away from eachother, there's a large expanse of water between australia and the nearest indonesian island with any significant population, the rest of indonesia is even further away, there's also multiple strong currents between them.
they're "technically" neighbours but there's not as much contact as you might think.

Our militaries are now a training scheme to gain skill sets for other careers, that is why retention is bad.

Fair enough, that's why they've got a bunch of Huawei shit in their infrastructure too. Having a decent weapons system delivered in a month rather than waiting years for whatever Pol's are ordering from Germany such as Leopards which is typically on back order for YEARS not to mention Poland isn't their only client has it's perks though. If you told me a war might be coming to my backyard soon I'd take what I could get now and then worry about more premium stuff after my basic needs are met.

If the Peoples Republic of Samsung can handle the logistics and is even willing to build the factories so you don't have to rely solely on an Asian supply chain then that just makes it better.

they're making a completely localized version, the K2PL
only the first 180 are assembled in and delivered form worst Korea

something others, like Rheinmetall, weren't willing to do (to the same extend)

also the K2 is a very capable tank
for a fraction of the price of a Leopard 2A7

Technically they are strong. They have nukes and their strategy to get the US and UK help is always the same. Enter a war that would drag on for far too long hurting various economies and then saying to the US that if they don't help and are getting cornered they will use the nuke. Works every time because every nuclear capable country beside Israel has all the interests to not have a "world first" use of a nuke in a non strategic setting after ww2
