Ziggers have been using ZSUs like ragheads do since at least 2023: they mount them on pickups and other trucks and use them as fire support. I've seen many MT-LB's with these jerry-rigged on top. So, naturally, as they use them as ad hoc fire support guns, they lose them on the field, and none are left for air defense.
