If it's just some asshole prowling your steadhold then you want a pulse carbine. Raytheon Lux's Pulse Maser 31 is a good choice. Lightweight, rechargeable, easy to clean, easy to use, has both lethal and non-lethal settings but doesn't have an anti-materiel setting without modding. Even after modding it's still useless if the enemy has armor thicker than sheet metal.

If you Actually have a local militia causing problems then you want the KoShine 20 Coil-rifle . Note, this was intended for use with power armor so using it on it's highest setting will Absolutely break your collar bone without a hardsuit. Most ammo is compatible with your typical fabber. Scatter shot, slugs, flechettes, just about anything that fits in the magnetic sabot will cycle but the KoShine works on preprogrammed timing so you've got to tag every magazine with the right RFID chip.

You can just buy these by the crate load and arm however many people you need to quickly.
Controls are easy to understand, might want a welding glove for overcharged shots though.
When it runs out of charge hopefully you've killed someone with a better gun.

Probably not really on topic but I'm just gonna say it, The Flood should have been ditched after Halo CE. They serve no necessary narrative purpose following the events of Installation 04 and have been the key gameplay problem with Halo's worst levels. Halo 2 and 3 would have been better had the story and gameplay just focused on the Human covenant war and stopping the "great journey" from occurring. It doesn't help that the flood's appearances in Halo 2 and 3 come out of nowhere with literally no explanation making their whole existence in those games convuluted.

That aside, the concept is completely retarded and will never see widespread adoption among the infantry. Like what? They add literally nothing. The Gravemind is such a worthless addition in everyway that he literally only physically appears once. The flood's only necessity is as an explanation for why the forerunner an heroed themselves into oblivion using giant hula hoops otherwise they have no purpose. People seem to forget that the Arbiter's story is what gave Halo 2 more depth, not the flood or Forerunner.

This is more of an issue with Halo 3 being a rush job in terms of writing and an overcorrection to faggots that got mad they didn't play as chief the whole way through. Gravemind and the flood could easily have played a central role in 3 as the final antagonists, but instead the halo trilogy's final villain was fucking 343 guilty spark.
