OPFOR operates foreign planes/tanks/etc, mockups and modified local planes.
A lot of tests used imported soviet crap but the usual thing is testing weapons against your own designs that often creates useless optimizations like Bongs during WW2-early cold war (their AT guns excelled at destroying flat armor British designs but they're far worse against sloped armor pre-HESH).
