This is the most important weapon. Basically, if the US want the rebels to do something, the CIA will give intel leading to the target. The second most important weapon is money/drugs. With a source of income, rebels can buy weapons and bribe officials. Supplying actual weapons is not that important, especially in lawless countries where weapons are easy to get. Giving rebels advanced weapons is and was proven counterproductive time and again. Either they suck at using/maintaining the advanced weapons or they simply sell it for profit.
