So it's audio is from a F-4 being shot down by a SAM over Hanoi during the Vietnam War, which has been superimposed over video footage from an entirely different incident.

The video is from a training exercise in 1987 in the Philippines, when a flare from an F4-Phantom II failed to eject and ignited in the flare dispenser, causing the whole plane to catch on fire. Both pilots successfully ejected over the Crow Valley weapons range.

Sorry to disappoint but the camera is pointed at a mirror and the mirror it rotated to track the target. With fancy math for the spacing the mirror doesn't even need to be rotating fast.
Lots of insane photography is little more than mirrors or arrays of cameras with outset shutters so you can combine the footage and multiply the framerate by the number of cameras.
