Realistically, most metropolitan areas in the world are

A. Situated close to the coast
and
B. Fully dependent on water treatment and and an incredibly fractured system of Reservoirs and pipelines for water

if we are talking about a traditional siege in which civilian assets are penned inside the city during the conflict, it would be a trifling affair for a modern military to simply cut the arteries to the city, blow up reservoir walls, soil the water, etc.

Next thing you know half of every military convoy into the city is simply freshwater, and if that logistic advantage doesn't profit you, you probably fucked up to begin the siege in the first place
