Took you long enough to realize. Look at their military projects like the FA-50 block 20 or the KF-21, they operate like thirdies there as well by promising a lot of features but then never deliver and get stuck into not enough countries having bought into the dream (pyramid scheme) so there is not enought money to continue those projects into what was promised.

Always have been. Remember the Sewol sinking. the ROK coast guard told the USS Bonhomme Richard they had the situation in hand but instead they just watched it sink from alongside then only hours after asked for help. A casualty receiving ship with an intensive care ward and operating rooms plus a shitload of helicopters and amphibious craft aboard offed to help and was palmed off.

Japan also is an example of the oriental and his strange code of honor since they did the same thing with JAL 123. the US saw the aircraft disappear from primary radar and had troops ready in the helicopters to help but Japan insisted the JSDF were the first on scene.

Japan has a messed up culture to deal with in that they equally don't care about expanding their military but also need to show their public that they're not American puppets and can do everything on their own. Godzilla movies do a good job showing off this mentality, with the Japanese often scrambling to handle the threats in those movies before America steps in and nukes Tokyo or something.
