I guess making a plane that passes your radar waves casting tests while having the correct aero is not so simple. It's an optimization problem where the two objective functions are not compatible. The hard part I guess would be to code the program that can create the proper 3d shape while accommodating the fuel, engines and everything else inside. Constrained generative design is not new but still, not easy + your electromagnetic waves simulation and aero simulation probably needs to be top notch

Yes anyone can do an stealth airframe, regardless if it's easy to maintain, but that's just 30-50% (ass figures) of a stealth fighter. The avionics also must be LPI and being to sense the environment to stay undetected.
In fact by bad definition a lot of US fighters were 'stealth' because they could degrade enemy radars with EW enough to not being tracked or locked-on.

of course. it's just that not many nations have military aviation industries.

for most, it's better to go with stealth missiles (storm shadow, x-69, jassm and whatever), since these come from munitions industries and they will have a far less rcs than any stealth bird.
