There are many rifles contemporary to the Type 99 or even older that have peep sights that are mounted in the rear, like the M1917, M1, and many of the Lee Enfield models. Having longer eye relief with a rear aperture reduces your sight radius, target acquisition, and image clarity, especially if you have poor eyesight so it's almost always worse.

Even a budget AR-15 is significantly more accurate than almost all military bolt action rifles. Every single milsurp rifle I've shot or owned except for my K31 has shot worse than a blemished PSA AR owned by a friend.

Springfield can't even preserve original M15s because they are disintegrating and I would take a good laminate stock or a walnut over a polymer one any day. What polymer isis cheap. It's not even that, sniper M1903s shoot 1MOA with good ammo when the non-bedded wooden stock allows them to, it's just that armies needed a mass produced and cheap weapon and ammo with adequate accuracy for the grunts to use so the nice things were low on priority list, much like they are today with milspec ARs being the least accurate variant of the rifle and M855 having the worst grouping out of any commercial ammo you can find.
