Depends what they're doing. If they're going for a weapon or seeking a better firing position you can absolutely shoot them in the back.

AFAIK "warning shots" are illegal in every state. If you're not shooting to kill or disable a violent criminal you have no justification to shoot at all.

The relationship is a bit backwards here. Our rights (in theory) belong to us, and our relationship with the government is not that of subjects towards a king who grants things with his benevolence (at least that's the idea).

Wrong. People are entitled to ownership of arms by virtue of existing, and the US recognizes that right.

That's to set a standard to distinguish legitimate justified killings from random murders. A lot of states, especially grabber states, set the bar too high though, to a point at which it actually threatens public safety.

I've heard of many cases where people have gotten away with it in court or have even been let go without charges. Sounds like the kind of thing that depends on how the cops and courts are where you live.

in my 3rd world shithole you can have a gun license but can't even take it out to the range without a special permit that only lasts a week
and all the guns are at least 2x the price same with the bullets
you can apply for a carry permit for a pistol but you can only carry it inside a purse
