Going off of paper stats (likely low estimate for the US and exaggerated for China) The Dark Eagle has significantly greater speed and range but is in a slightly higher weight class than its Chinese contemporaries, so pretty good. It get beaten by Chinese HGV-tipped IRBMs but that's to be expected considering that they're much bigger systems.

it'd be similar to shorter-ranged df-17 overall; df-17 has a larger glider (bigger warhead), but will probably have less range.

both are generally a step behind the current evolution, as they're unpowered gliders lacking a gimbaled rocket motor; you want a rocket motor to give you maneuverability in space against mid-course interceptors. iranian fattah-2 has this.

not fully. for to hit point targets, the glider will need to slow down to mach ~4 for active radar or other means of targeting to work, and in this case, they're as easy to shoot down as anything else that's easily detectable by radar. gliders are harder to shoot down higher up when they're moving at hypersonic speeds when combined with some maneuvering, along with when they don't need to slow down in terminal to hit area targets with a nuclear warhead.

I might be wrong but I believe PRSM is not hypersonic MANOEUVRABLE. It's high supersonic manoeuvrable, OR ballistic hypersonic (v2 rocket style).

prsm achieves >mach 5 due to modern propellants and a much lighter warhead over atacms. it likely has some type of terminal maneuver, even if a simple steep dive on target from mid-altitude. it doesn't fly a purely ballistic trajectory (even atacms didn't do that).

since dark eagle has a glider, it'll maneuver by design. there's no point in using one otherwise.

That's not "manoeuvring" by US military standards. They're talking about shit like S turns to throw off air defence radars and antimissile SAMs, or waypointing to avoid defence nets, and under guidance to track a moving target. PRSM probably can do that sub-mach 5 no problem, but OFFICIALLY not even Dark Eagle can do all that at hypersonic speeds. That's slated for the next upgrade block.

If i were to speculate, I'd say these latest US weapons probably are designed to manoeuvre supersonically towards the target, with an option to pop up and dive at hypersonic speeds at a stationary aimpoint. That's how I'd do it, as an interim capability. But fuck do I know anyway.
