It's just the way all tailless aircraft are designed. The B-2 and 21 are the same, but the chinajets also require more maneuverability to fulfill their role as fighters. 6th gen is expected to be about long range, better stealth, and therefore lower maneuverability, and to do that you ideally go tailless.

stealth depends on the aspect a plane shows to the other, from a top down view even the mig 21's radar can pick up a f-22 and since notching is still a popular maneuver to defeat missiles and from a side aspect the rudder is a big "hello I'm here" sign getting rid of it was an understandable decision

because nobody has figured out how to do active flow control without articulating planes. the real sauce would be designing different areas on the plane to shoot out some of the exhaust to redirect flow like a control surface, but without the need for inducing structural load on a joint.

it obviously wouldn't work the same way with planes since the exhaust is not only exposed to nothingness but is also located perpendicular to the control surfaces, so using the exhaust is a no-go
it would probably have to be done using ram-air intake ducts on the front/top/bottom of the aircraft leading to some sort of air outlet slit just ahead of the control surfaces
the ram-air intake ducts can be opened and closed according to pilot inputs

that's the easiest way i can think of doing it off the top of my head, anyhow

Thrust vectoring exists, the Harriers and various VTOL planes had directional nozzles, and there's a variety of prototypes which experimented with nozzles. contrary to speculations about some super high altitude high speed flight the bomber just needs 3 engines to take off the ground, especially with any sort of missile load in it.
