Also the operators who control the observation drones are not necessarily the same ones controlling the attack drones and drone operators are sitting in relatively safety which gives them oppotunity to focus on details.
For example, there is a video of a russian drone team dropping multiple grenades on a dead foreign fighter's body in order to damage the body beyond recognition, it's clearly not necessary and one could even jump to conclusions and claim that this is indicative of the average Russian character, but it's just things that happen in this war.
