It depends on the real goal. Venezuela has multirole fighter aircraft capable of firing stand-off munitions. These should be more capable than shaheed and should be safe from MIGA aggression in hardened hangars with decoys. But if the great bolivarian nation feels the need to diversify with slower, cheaper weapons that's probably not going to ruffle any feathers.
