It's not that hunting is reserved for rich noblemen, it's that the rich are the only people who can fuck off out of the office for the day and go innawoods, or even straight up make the hunting trip a "business meeting" like they do with golf. But if you go deep into the country it's the local villagers who do the hunting. The wealthy don't bother going that far.
