Unfortunately this is a bit of a myth. At first recon biplanes didn't know what to make of each other, then somebody (nobody knows who) decided to start throwing things at an enemy pilot, which escalated to pistols, and then to machine guns.
If the first rock had never have been thrown, airplanes could have been stuck in the recon role the whole war.
