The main driving force behind the repressions at Versailles were the French, they were most interested in reparations and retribution, the british objective after WW1 was mainly to keep a non-threatening balance of power in continental Europe. First of all, we are talking about the first world war, not the second one.
You were referencing a famine from 1918 to 1920 and claimed that this was a punitive action by the British. It was not, it was an an act of war. It was not special, it was not cruelty.
When the famine started to become apparent, the Germans tried to broker some sort of agreement to import food or to lift the blockade, which the Entente would have accepted, IF the Germans had given up control over their trade fleet.
But the Germans at that point refused, because they still believed that the armistice was temporary and that no agreement could be reached during the peace talks at Versailles, which in that scenario would have lead to the the loss of the entire German trade fleet.

Of course, the Americans and the British did begin delivering aid in early 1919 and after the surrender of the German fleet, they enabled mass deliveries of food, eventually fully lifting all restrictions the day after the peace treaty was signed.
