They're a gimmick.
To achieve an EMP is disproportionate costly to whatever advantage it confer.
You want to take down electronics? Attack the power infrastructure.
You want to down drones and comms? You jam the spectrum, attack the C2 chain, again kinetically or cyber attack.

The us has them, and other odd infrastructure specific weapons, but they rarely have a role. Most military equipment is hardened and the things they could damage attackers generally don't want to damage, too much rebuilding post attack for any benefit they might receive.

The political cost of detonating a nuke above a city to EMP it isn't that much lower than just plain nuking it. It's not worth it
