Sun Zu actually has things to say about this. If the enemy general is terrible then yes, decap the army. Troops motivated by fear will now have no reason to fight and the enemy lieutenants will squabble about who's in charge.

If the enemy's general is good then don't bother. Troops motivated by loyalty will fight even harder to avenger their leader and command will descent cleanly to the 2iC.

Nations have become more politically centralized and logistically vulnerable exponentially over the last 200 years.
While holding territory still requires mass invasion, a nation can be easily, instantly, and almost permanently crippled with a relatively brief bombing campaign, at least if the attacker is post cold war America and can actually hit what they're aiming at.
