Hunk is from a different unit than the mercs seen in RE3.

The merc unit are war criminals and convicts hired as expendable fodder who are meant to die while Umbrella film it for combat data.

UBCS was Umbrellas official security/paramilitary unit, operating under a public mandate of providing security and protecting civilians in case of biochemical accidents or terrorism, doubling up as good PR. Inofficially, they were literally meant to be unwitting life-fire guinea pigs, to be thrown at Umbrella's BOWs as much for testing and advertising purposes as for actually cleaning up accidental releases.

Hunk was part of Umbrella Security Service, their actual black ops division meant to do all the nasty shit that needed doing with total secrecy.

The UBCS were set up to be pitted against BOWs equipped roughly equivalently to the light infantry BOWs would be fielded against in the 3rd world. They were ill equipped on purpose.
