Because the best thing they had to launch off it was the Forger, a neat plane that was absolute dogshit. I genuinely think it would've been better if it had harriers because otherwise it gives up too much for an objectively terrible airwing. Hell even Ospreys would've been an improvement

In their defense, it was an intermediate solution.
they had pretty much 0 experience in STVL aircraft and 0 experience in operating fixed winged aircraft off of carriers. Plus, the top brass of the Soviet navy was hardly thrilled with the idea of carriers.
Sure it was shit, but the USN had a 50 year head start in that area.
