I'm 5'4 with a 30in underbust myself, just wear baggy clothes, gain weight, take hrt, grow your hair out, and voice train. That should make you a semipassoid at least

I guess it kinda depends on what bmi you currently at. If its high you should lose weight to have a smaller underbust, if you are low bmi you should gain weight to conceal it better and get curves that will match the underbust
