i am not convinced of that, but the number of cis people who use exogenous hormones actually doesn't matter at all when the question is what a bureaucracy will decide about who is allowed to have them.
it does matter overall, it means it's basically impossible to stop DIY, but they can absolutely stop you from getting insurance coverage for HRT.

In my state (KY) there is currently a bill about ready to pass that re-legalizes conversion therapy and bans any medicaid plans *(of which 1 in 3 people in this state are on, even more in the poor regions) from covering anything related to transgender care, whether you're adult or a child. It was veto'd by our based governor Beshear, but they already beat the veto so it's pretty much guaranteed to pass.
