No. Even if you put infants on hrt you will still see bone structure differences.
If it were all just hormones you could take an XY child and make him grow a functioning uterus, but no such experiments have been successfully conducted. There are factors beyond hormones that determine how bodies develop. The youngest starting mtfs still have larger cranial vaults compared to women for example.
