Testosterone kind of does heavily masculinize most women who take it.
Estrogen doesn't do as much to men since masculinization is really a one-way street and most of the stuff that makes women seem like women is really just s lack of male puberty, not the presence of estrogen. Estrogen mainly just does breast growth (which in 94% of mtfs never goes beyond an A cup, with the majority not having enough growth to fill the smallest cup size), plus some mild skin and hair benefits. And possibly hip growth if it's started before bones fuse.
But like voice is a good example where estrogen isn't doing anything to that and the difference in adult male and female voices is really the difference between people who went through male puberty and people who didn't go through male puberty.

I have a female cancer risks, female metabolic disorder risks, female cardiac disease risks, etc. When I get blood tests for stuff that isn't even just sex hormones, the results fit in the female range, not the male range.
