Is placing these locks just a choice by the person renting out their airbnb to you, or is everyone forbidden by law to not open their windows too far?

I find it hard to believe it's the latter

No, if you own your home, the government can't mandate it.

If you rent then it's entirely at the discretion of the home owner. Many places called 'supported accommodation' are where homeless, drug addicts, ex prisoners, abuse victims live, they will most likely have safety latches. My old hallway had them.

Supported accommodation is owned by private individuals who get money from the government to provide housing
