A cloth-backed pull-up like the ones made for adults/medical diapers don't really make much noise especially under clothing. Some people on the smaller/thin side can even fit into the good nights bed wetter pull-ups because they stretch quite a bit. Under normal clothing that isn't tight it would be very hard to spot a pull-up, and yes, pull-ups are diapers.

They are in some ways comfier because they do not restrict movement, but they are not as thick and satisfying as high end abdl diapers. The largest size of good nights bed wetter pull-ups or even a size down is really, really stretchy and a good number of people fit into them. I tried it and they were a bit tight on me, but I actually enjoyed that. I had a twink body at that time though.
It's a different sensation to thick tab-style diapers. The medical pull-up diapers are hit or miss depending on the brand.

If you are on the smaller side, you could probably fit into the largest size of pull-ups good nights. As for medical brands you would have to shop around on amazon or some other place. The Walmart brand cloth-backed tab style adult diapers size small/medium are also not that bad, really affordable, and very discrete. If you wear a pull-up diaper and especially a good night pull-op under normal fitting to lose fitting clothing no one will know. Obviously if you wear even a thinner pull-up under leggings people will know. Target seems to have a good selection too.
