Cycle of poverty dating back to segregation and slavery before that. Broken racist capitalist system makes the rich get richer and the poor get poorer. Disenfranchised black communities (ghettos which are still segregated till this day) have worse infrastructure, dramatically less funding for public education and public health, they're crippled by manufactured drug crises (CIA flooding crack into black neighborhoods in the 70's, nonviolent drug addicts treated as criminals and sent to jail (or just murdered) rather than being offered help and sent to rehab, breaking apart families and making the poverty even worse). The people that grow up in these unsafe environments are less educated and therefor less intelligent, their needs aren't being met, they're poor, and these things push them to be overwhelmingly more likely to commit violent crime.
