It doesn't say want. It says 98% of people have never had even one single thought about the idea of changing sex/gender. It has never crossed their mind at all.
In my experience when cis people accidentally into being trans, they think they're "agender", because their gender identity is straight up are so in sync with their sex that they notice no disconnect and think there's just nothing going on there, that they have an absence of a gender identity.

I'll rephrase, wanting to be the opposite sex (like in op), doesn't mean you've thought about changing your gender.

Gender dysphoria is a spectrum desu. People who transition either have extremely severe dysphoria, are autistic enough to not care about social consequences (AGP), have a net gain or at least minimal net loss of social status from transitioning (HSTS, incels) or some combination of the above
