But even if they did, there would still have to be a masculine feminine separation.
Women wear pants and shirts because they've been "feminized" somehow.
If men started wearing skirts, they would be masculinized skirts, and if frilly clothing made a comeback, it would have to be seen as masculine somehow (maybe if women only wore plain clothing to contrast).
