That's the thing with bullying, most of them have been bullied which is why they are the way they are. Perhaps not in a conventional sense, but take a kid who's picking on another kid, insulting his looks, belittling him, degrading, all the good shit, he's probably facing his own storm at home, either absent, neglectful parents, or ones that like to beat em, or ones that put their hands in other places, and why do those parents do that? Probably because they faced similar things in their youth. And if you wanna know the reason it all started, with the very first shitty parent, well that's a combination of psychological and behavioural factors than can appear naturally in a person. So yes, a perpetual bullying machine exactly. ;3
