Legally, yeah. Estrogen is over the counter and testosterone is really easy to get from steroid markets. You can legally change your name and sex just by going to the registry office and asking them to. Surgeries can be paid for by the government if you're willing to wait long enough. Some colleges have diversity quotas that make it easier for trannies to get in.
