it wouldn't. people don't want to have children because of increasing quality of life. it's always the worst third world shitholes that have extremely big populations.
we never needed higher birthrates. it's a vicious circle only leading to increasing waste of resources that aren't infinite. what we need is universal transhumanism, already existing anti-aging drugs being distributed cheaply in the wide population before it even becomes ill, centrally planned economies where the degrowth doesn't mean that people become poor, but that they live comfortably while not wastefully.
the quality of life wouldn't worsen for the rich. what frightens them is that they couldn't derive sadistic pleasure from torturing those below them. that's where the society failed most. schizophrenics are stigmatized and institutionalized, but sadists which are much more dangerous are allowed to roam free.
