Look I'm gonna be real with you. I work with the homeless daily, and there are two types.

The type that genuinely got swallowed up by circumstances and needs help onto their feet to live well again, and handouts like housing actually help them find work and stable relationships and purpose outside of drugs again. This is the majority of the homeless and why I like working with them.
And the type that will squander anything you give them no matter now much because they fundamentally do not care about their life or others and will not improve it, everything is cyclical with them and they will come back to your services again and again every few months because they trashed their last apartment, relapsed directly after the drug test, etc etc but it's always something they could have just not done if they had any will to lead a better lifestyle or make use of the help they were given. This is the group that makes everyone hate the homeless.

You seem to be witnessing the first cycle of his that you've been a part of. My advice is to not be a part of the rest of them. He will likely go on to blame you if you deny him, because he sees you as his next rightful handout that allows him to waste away just a little bit longer on someone else's dime. That he already threw you away once after you ran out of use for him is the sign you need to see this pattern before it consumes you with it.
