Dominic Andrew and Zoe Elise Zungali, both 31, and Altoona resident Gillian Bem, 18, were arraigned Saturday by Magisterial District Judge Paula M. Aigner on five felony counts of endangering the welfare of children, two felony counts of false imprisonment and five misdemeanor counts of cruelty to animals.

Freedom Township officers were dispatched to the intersection of Cream Hollow Road and Houtz Drive about 5:41 p.m. on Friday for a lost child wandering in the street. A witness told officers he was walking his dog when he saw the child, who they estimated to be about 5 or 6 years old, walking around unsupervised. When the witness asked the child where his parents were, the child began to run toward Cream Hollow Road but was stopped by the witness, according to the affidavit of probable cause.

Officers noted the child had ripped pants, no shoes and was covered in urine. They then drove to the residence the child indicated was their home, located along the 200 block of Fairview Road, and spoke with the child’s parents, Dominic and Zoe Zungali, according to court documents.

When officers asked if the Zungalis were missing a child, Zoe said their children were accounted for. Officers then asked if they were sure and both parents went inside to check before coming back to report that one child had gotten a window open and crawled outside. Zoe said the child did this without her knowledge while she was cooking dinner, the police report states.

At the residence, officers noticed the condition of the child’s bedroom, reporting drywall having been ripped off the walls, exposing electrical wire and insulation, a strong odor of urine, the presence of a baby gate in the doorway with zip ties preventing the door from opening and household items barricading the gate. Officers asked Dominic Zungali if anyone else was present in the residence, and he said there were multiple children with unknown ages ranging from 2 to 5 years old. He said three of the children were in a different bedroom, while the youngest was in his and Zoe’s bedroom, the report states.

The on-call Children, Youth and Families caseworker arrived on scene and accompanied officers throughout the residence. When they entered the home through the back door, they met Zoe Zungali’s sister, Bem, who was asked to leave the residence. Officers proceeded into the parents’ bedroom, where they found a crib containing a small child in what appeared to be soiled clothing, a soaked diaper and smelling of urine. They reported items such as soiled blankets, a moldy sippy cup and toys in the crib with the child as well, according to the affidavit.

Officers then saw a second bedroom, which had a door on its side and a chair barricading the entrance.

Inside, officers reported finding another small child in a crib and two other cribs turned into makeshift cages that contained two more small children. The children in the room appeared to have soiled clothing, soaked diapers and smelled of urine. In addition to soiled blankets and moldy sippy cups, officers reported seeing feces smeared on the cribs’ exteriors. Officers noted “the cribs were zip tied to prevent the children from exiting,” the report states.

Officers placed the children into CYF custody before detaining the Zungalis and Bem. In their search of the residence, officers located two cats, a rabbit and a small dog lying in their own waste without food or water. The Central Pennsylvania Humane Society Police Officer Paul Gutshall responded and removed the animals, telling officers this was “another serious case of neglect and animal cruelty,” according to the affidavit.

While waiting for the CYF caseworker’s supervisor, the children entered the residence’s pantry numerous times in an attempt to find food. Officers noted the children appeared to be suffering from malnutrition. An officer was able to find crackers and a bottle of water for them, while another went to McDonald’s and bought them Happy Meals, which they appeared to aggressively eat out of hunger, the report states.

An officer then noticed a distended abdomen and purple legs and feet on the youngest child, who is about 2 years old. EMS responded to the scene and, upon evaluating the child, transported them to the ER for a possible bowel obstruction and visible leg issues. The child was transported to UPMC Altoona for observation before ultimately being transferred to UPMC Children’s Hospital in Pittsburgh for specialized treatment, according to court documents.
