Cassius Dio, the primary source who writes decades after Elagabalus died, would slander emperors he hated by coming up with the most insane, depraved stories imaginable. He hated him in particular because he was foreign and worshipped the foreign Syrian sun god Elagabal. The Historia Augusta, the other primary source on his life which describes his cross dressing, is outright satire and fiction.
